We attended at the “New Land Law” Conference and Its Significant Impact on Rural Land

On March 18, AC Ingenieros attended the conference “The New Land Law”, which featured notable participation from representatives of the Directorate-General for Urban Planning, the Directorate-General for Agriculture, and the Association of Agricultural Engineers.

Recent regulatory developments in urban planning are expected to have a significant impact on agricultural and livestock projects, particularly in light of the anticipated streamlining of sectoral reports in the Community of Madrid. These reports will be subject to a maximum issuance period of up to three months, with administrative silence deemed positive (i.e., tacit approval).

Entry into force is scheduled for January 1, 2027, with a prior transitional period.

During the conference, attendees were briefed on the new Land Law and its direct implications for the day-to-day activities of technical professionals. Among the most relevant aspects highlighted were the need for a comprehensive regulatory overhaul—currently underway by the Community of Madrid—the elimination of intermediate planning instruments, and a clear intention to minimize administrative processing timelines. Nevertheless, it was emphasized that sectoral reports will continue to play a decisive role in achieving greater efficiency in permitting procedures, constituting a cornerstone of urban planning processes.

One of the most consistent messages throughout the sessions was the existence of a strong institutional and technical commitment to ensuring the successful implementation of this reform. While key aspects—such as implementing regulations and practical enforcement by local municipalities—remain to be defined, there is a clear consensus regarding the need to move forward with this transformation. AC Ingenieros, through the Association of Agricultural Engineers, has participated in the current public consultation phase and will continue aligning its strategy with this new regulatory framework, delivering technical value and supporting its clients throughout this period of transition.
